USCOEA, short for the United States-Canada Organic Equivalence Arrangement, is an organic certification program formulated and implemented in accordance with standards set by Agriculture and Agri-Food Canada (AAFC) and the Canadian Food Inspection Agency (CFIA). Its primary legal basis is the Organic Products Regulations (SOR/2009-176) (enacted in 2009), and it applies to food, animal feed, and products used for plant growth.

For organic products intended for sale in the Canadian market, the entire supply chain—including raw material producers, processors, and sometimes traders—must obtain Canadian equivalence certification based on NOP (National Organic Program) organic certification.
